The Role of Internal Competition in 'Great Power Competition'


Military leaders love to describe strategy in terms of their opponent, such as Nazi Germany or imperial Japan. But the process to select a strategy is highly competitive and historically contingent. To what extent is the selection of a grand strategy dependent upon internal competition within a military, rather than external pressure from a perceived opponent?
